The stir caused in the civilised world by the writings of Bergson, particularly during the past decade, is evidenced by the volume of the stream of exposition and comment which has flowed and is still flowing. If the French were to be tempted to set up, after the German manner, a Bergson-Archiv they would be in no embarrassment for material, as the Appendix to this book - limited though it wisely is - will show. Mr. Gunn, undaunted by all (...) this, makes a further, useful contribution in his unassuming but workmanlike and well-documented account of the ideas of the distinguished French thinker. It is designed to serve as an introduction to Bergson's philosophy for those who are making their first approach to it, and as such it can be commended. (shrink)

In Charles Renouvier we have one of the lone, stern, and indefatigable workers in philosophy in the nineteenth century. His powerful mind, moral earnestness, and intellectual vigour command respect and attention and place him high in the ranks of the philosophical thinkers of his century. He differed profoundly from his English contemporary Spencer and his German contemporary Lotze, both of whom have received more attention than Renouvier. His long and immensely active life fell into periods which coincide with, and partly (...) reflect, the political and intellectual fortunes of his country from the Battle of Waterloo, through the Revolution of 1830, the Second Republic of 1848, the Second Empire, the War and the Commune of 1871, into the Third Republic, with its Dreyfus struggles and its Educational and Disestablishment problems in the early years of the present century. The author considers the evolutionary approach to the development of the scientific knowledge in framework of the Niklas Luhmann's system-communicative theory and presents a thesis that in respect to the final evolutional state (state of stabilization of new form of knowledge) the organization of the Russian science has not yet achieved the world-level of sufficient autonomy because there was not yet been established the self-substitutive order of the knowledge accumulation which is inherent to the autopoiesis of the contemporary science i.e. (...) the process of continued change of some ones truths by some others. The factors impeding to establish such a self-substitutive order are to be connected by the author with the impact on the scientific discourse from some external communicative forms (the theological, financial, economical, political ones) and with the continuous change of some selective criterions that have to define what has to be accumulated as a memory of the science as a communicative system. In this paper, the author analyzes and discusses the communicative approach used in the philosophy of science developed by N. Luhmann. He shows how Luhmann's communicative approach can be used to discuss a wide range "the classical problems" of knowledge: criteria for scientific knowledge, its autonomy and tools for achieving it, the problem of the foundation and structure of the scientific knowledge, the relationship between concepts and words, theories and methods.The author also analyzes the problem of the communication constraints imposed (...) on the process of systematic organization of science (i.e. the delimitation principle): the specificity and opportunity of the social theory, its differences and similarities with the settled classic examples of the theorizing; the peculiarities of the particular types of the scientific observation. In the first part of the article, the author substantiates the importance of philosophical communication as a kind of dependent variable that does not have an independent meaning without pointing to something else through which the philosophy itself (often negatively and non-reflectively) defines. We are talking about global centers of “systemic” communication (politics, science, religion, etc.), imposing their observations on other communities. It is argued that the priority of philosophical communication is justified by the ability to carry out “universal observations”, (...) which is deprived of all other communication systems.In the second part of the article, the methodological question is first solved about the possibility of explaining a number of phenomena (communications, observations), for which no indication of external factors justifying their existence is required. It is proved that the description and explanation of such phenomena is possible on the way of formulating “significant tautologies” (Peter Railton). Using this method, the author carries out a meaningful deployment of the significant tautology “philosophy is only philosophy” and substantiates that philosophy is communication, capable of defining itself in a universal way: through something else and through itself. The author concludes that philosophy can be considered as a communicative system (i.e.,observer), whose mission is to generate a unique product: a universal self-description of modern society, where philosophy combines three fundamental observational abilities: scientific, protest and artistic activity. This article is dedicated to the 30th anniversary of the publication of Niklas Luhmann’s book The Science of Society. The system-communicative approach to the analysis of science is reconstructed with a focus on the relation of science to its highly complex external world. The problem of complexity is posed as a key one and is considered in the context of the communicative “reduction of the complexity” of the external world, which science actualizes through its unique binary opposition (truth/falsehood distinction). The (...) complexity of the world that science is facing disintegrates into two large areas. On the one hand, science processes its own external world, i.e., nature, society, the human psyche, as its object and thus fulfills a unique function, the pursuance of research. Scientific communication in this case can be integrated in the form of transdisciplinary studies. On the other hand, science has to respond to the complexity of the internal (i.e., social) external world of the communicative system of science, namely, to interfaced communicative systems of the embracing system of world society (politics, economy, religion, education, law, etc.). In the latter case, science does not fulfill a function but delivers achievements on request to the above-mentioned communicative systems in exchange for resources for interdisciplinary studies, which are occasional and cannot serve for integrating scientific communication on a systematic basis. We will propose some corrections to this theory and apply it to the situation in Russian science. (shrink)

In this article, I consider the historical stages of development of nanotechnology in Russia as well as the political framework for this. It is shown that early federal nanotechnology programs in Russia date back to the 1990s and that since the mid-2000s, nanotechnology has attracted the increasing attention of government. I characterize the formation of the political landscape and the basic institutions for the promotion of nanotechnology in relation to the adoption of the Russian Federation president’s initiative “Strategy of Nanoindustry (...) Development” in 2007. The evaluative part of the article deals with three aspects: (a) bibliometric to assess Russian research output in nanotechnology, (b) scientific cadre to assess the research capacity of Russia in the long term, and (c) economical to consider the early results and prospects of the domestic nanoindustry. To construct the scientometric indicators, I used the Science Citation Index Expanded and some internal databases. The texts of program documents and available reports served as the source of economic information. (shrink)

A critique and provincialization of Western social science and Global Northern academia by the author of The Digital Coloniality of Power, exposing shared colonial and extractive rationalities and histories of research, higher education, digitalization and bioeconomy while proposing in the idea of BluesCollarship a sketch for an alternative culture of worlding and commoning knowledge work and for making care matter in research and higher education. In a discourse analysis and provincialization of research and higher education, a tradition of elitarian White (...) Collaredness in academia and in the social sciences in general is criticized and an alternative attitude towards the production, transfer and use of knowledge - BluesCollarship - is proposed. The latter is rooted in a different idea of what 'infrastructure' is and in practices of decoloniality. Noting the current political climate of propaganda and populism, the persistence of social inequalities as well as of racism and misogynism, it is proposed that how people give warrant for knowledge claims should be reviewed under different terms. A coherent theme is that there is a genealogical root for current neo-extractive and neo-colonial rationalities in the Athenian idea of oikos conflating family, household, and property. In taking a distinctly writerly approach - rather than giving ready-made answers - the book aims at permanently provoking readers at every turn to think further, as well as before-and-beyond what is written, but to do so in thinking together with Others. Thereby the book addresses scholars and students from across the social sciences who seek challenges to established ways of thinking in academia without simply replacing one canon for merely another. This book is for those who think of themselves as knowledge and cultural laborers in this age of precarization who seek to replace the university and cognitive capitalism with a pluriversity and an infrastructure build on knowledge and culture as fundamental value. Modeling mechanisms is central to the biological sciences – for purposes of explanation, prediction, extrapolation, and manipulation. A closer look at the philosophical literature reveals that mechanisms are predominantly modeled in a purely qualitative way. That is, mechanistic models are conceived of as representing how certain entities and activities are spatially and temporally organized so that they bring about the behavior of the mechanism in question. Although this adequately characterizes how mechanisms are represented in biology textbooks, contemporary biological research practice (...) shows the need for quantitative, probabilistic models of mechanisms, too. In this paper we argue that the formal framework of causal graph theory is well-suited to provide us with models of biological mechanisms that incorporate quantitative and probabilistic information. On the ba-sis of an example from contemporary biological practice, namely feedback regulation of fatty acid biosynthesis in Brassica napus, we show that causal graph theoretical models can account for feedback as well as for the multi-level character of mechanisms. However, we do not claim that causal graph theoretical representations of mechanisms are advantageous in all respects and should replace common qualitative models. Rather, we endorse the more balanced view that causal graph theoretical models of mechanisms are useful for some purposes, while being insufficient for others. (shrink)

Decision theory faces a number of problematic gambles which challenge it to say what value an ideal rational agent should assign to the gamble, and why. Yet little attention has been devoted to the question of what an ideal rational agent is, and in what sense decision theory may be said to apply to one. I show that, given one arguably natural set of constraints on the preferences of an idealized rational agent, such an agent is forced to be indifferent (...) among entire families of goods, and hence cannot choose among them. This result illustrates the dangers of speaking of the choices of an ?ideal rational agent? when one does not make precise the exact nature of the idealizing assumptions. The result may also be viewed as providing an upper bound on the kinds of idealizing assumptions which can be made for rational agents, beyond which the very concept of choice becomes attenuated. Over the course of the Progressive Era, revised scientific accounts of the connections between dust, germs, and disease recast debates over public health. The American School of Home Economics and other institutions affiliated with the emerging subfield of household bacteriology regarded detecting and eliminating pathogens as necessary means to achieve safer homes and communities. Although several historians have attributed the rise of early twentieth-century technocracy and the decline of grassroots health activism to germ theory, household bacteriology complicates this standard narrative. Educators like Sophronia Maria Elliott (1854–1942) rejected the command-and-control tactics of the “new” public health and instead instructed women how to culture microorganisms and to measure the risks of infection within their surrounding environments using kitchen experiments. Household bacteriologists aspired to train “sanitary citizens” with the right and the duty to test for germs with everyday equipment, to prevent disease with effective housekeeping, and to advocate for policies and infrastructure to keep society well. The article reviews the concepts of the multi-author book Society. National Strategy. War: Political and Strategic Lessons of the First World War. This collective research is notable for rich original scientific apparatus and methodological proficiency. Thus, the analysis of participating countries is conducted according to a single template, which includes: the state of pre-war society in all participating countries ; goals of engaging in war and expectations of the powerful and financial elites for the war ; assessment of how did (...) different strata of society find the war; the evolution of the morale of the people during the war; problems that arose during the war ; the evolution of women’s position in society during the war, the development of a broad segment of women-workers, the extension of emancipation as one of the positive results of the war; the outcome of the war for the country. Special attention is drawn to the pacifist nature of the ideology of the reviewed research, demonstration of deprivation and suffering of people in all countries. The book’s authors identify the main causes of the First World War: ambitions and inefficiency of the world’s elites, the lack of a coherent strategy. As the result, the USA, thanks to their strategy, received the maximum dividends with minimal participation. At the same time, it is noted that the context of research on the nature of war should be expanded to take into account the general competition of countries and civilizations. The authors comprehensively analyze the informational and propaganda activities of the participating countries and conclude that England’s activities in this field were the most effective. Based on the methodology of this collective research, the nature of a future world war, its potential participants and their goals can be considered. (shrink)

This article is a study of that eminently European contribution to world politics: the idea of cosmopolitanism. The argument is that modern cosmopolitanism depends on two postulates which are contradictory. Cosmopolitans have always claimed, “There are two cities, one higher and one lower.” Modern cosmopolitans, however, claim, without abandoning the first postulate, “There is only one city.” In this article I ask four questions which enable the contradiction between these to be illustrated. These are: Is the cosmopolis the higher of (...) two cities? Is it a community of men and gods? What is the criterion of inclusion in it? How free is one to be cosmopolitan? Along the way I clarify what I consider the fundamental contradiction of modern cosmopolitanism to be by distinguishing it from what I call the fundamental problem and the fundamental paradox of cosmopolitanism.
